The correct workflow is two steps: first remove the existing background to get a clean transparent cutout of just the person, then place that cutout on a solid, correctly colored background that matches your country's specific requirement. Lighting on the original photo matters more than people expect. If the original photo has strong shadows on the face or an uneven light source, a solid new background will not fix that, since the requirement is about the subject's lighting too, not only the background. Where possible, start with a photo taken in even, front-facing light before you remove and replace the background.

After creating the new solid-background version, compare it against your specific country's official photo guidelines, since requirements like background color, head size within the frame, and expression rules vary by country.
